为全面贯彻落实中央和省、市政府关于扩大内需、促进消费的有关精神，进一步提升雨花经济辐射力和影响力，促进区域经济发展，于201*年9月30日-201*年元月22日举办“201*雨花时尚消费节”活动。此活动由长沙市商务局、雨花区人民政府主办，湖南环保科技产业园、雨花区商务局、雨花区各街道、乡、镇共同承办，在雨花区内展开一场集购物、休闲、美食、娱乐于一体的时尚消费盛宴。此次消费节历时115天，跨越了国庆、圣诞、元旦三节，共推出了“时尚乐购”、“美味情缘”、“车舞飞扬”、“岁末温暖”、“新春新礼”、“在雨花很精彩”、“打造区域性消费中心研讨会”、“雨花有礼惊喜有你幸运大抽奖”等八大主题活动，活动气氛热烈、内容丰富，为拉动我区消费增长发挥了突出的作用，现将活动情况总结如下：

一、活动的主要特点和亮点

（一）活动成效良好。消费节举办期间，我区市民的消费潜力得到了有效的释放，消费增长迅速，对经济的拉动作用明显。根据初步统计的数据，消费节期间全区完成社会消费品零售总额97亿元，环比增长20.8%。餐饮行业也持续火爆，特别是宴席以及年夜饭的预定，大大超出商家的预期；就派发消费券的情况看来，所有参与“抽奖”活动的企业，消费券回收率达到98%以上，极大程度的刺激了居民的消费欲望。

（二）活动影响广泛。活动期间，长沙电视台新闻频道、长沙晚报、潇湘晨报、三湘都市报、长沙电台交通频道、星辰在线、红网等新闻媒体，通过办专栏、开专版、设专题等形势，对活动进行

全程报道和跟踪报道，立体、广泛地报道宣传了201*雨花时尚消费节活动。其中贯穿整个消费节活动的“雨花有礼惊喜有你”幸运大抽奖活动共开出特等奖5名，一等奖20个，二等奖40个，三等奖80名，幸运奖200名，共派送汽车、冰箱、彩电等奖品345件，价值100多万元。本次消费节参与企业达144家，涵盖百货超市、家居建材、汽车4S店、餐饮宾馆、休闲服务等行业。共有7万余消费者积极参与，真正让广大消费者感受了雨花的时尚，享受了雨花的美味，体验了雨花的浪漫，分享了雨花的快乐，获得了惊喜。活动高潮迭起，达到了聚拢人气，以节造市，繁荣活跃市场的目的。

（三）活动氛围浓厚。我局组织编印了“缤纷雨花〃时尚乐购”201*雨花时尚消费节海报以及“在雨花很时尚”201*雨花时尚消费手册，在全市范围内张贴和向社会和广大消费者免费发放，活动期间投放、印发张贴各类宣传资料5万份，营造了良好的消费氛围。活动期间，商场、超市、餐饮、文化、娱乐、汽车4S店等各个行业的商家纷纷使出浑身解数促销，采用折扣、特卖、买满赠券、送体验券等方式来吸引消费者，增加销售额。如家润多朝阳店全天候分时段滚动优惠，推出“粮油节”，油、大米等生活物质大幅度让利，销售额同比增长17%。步步高东塘店购物买满送饮料、春联、挂历。友谊商城推出全天18小时连轴转，各种精彩促销陆续上演，折扣幅度从2到7折不等，据统计，在国庆以及元旦期间，友谊商城、友阿百货、金色家族三家商场统计，实现销售总额8200万元，同比增长35.2％，黄金饰品销售额同比增长40％；苏宁、

国美、通程三大家电器大卖场统计，共实现销售总额21900万元，同比增长30％。各商家以诚信经营、优质服务以及形式多样的促销活动，进一步调动了市民的购物消费热情，商家直接让利于市民，市民直接得到实惠，这种互利共赢的结果，让消费者满意，商家开心，营造了喜庆祥和的购物消费氛围。

二、活动取得成功的经验

（一）高度重视、科学决策。活动期间，区委、区政府主要领导对活动高度重视，分管副区长刘颖鹏多次召开协调会，听取汇报，对相关工作进行部署，并要求相关部门高度重视，精心组织，务求实效。区内各有关部门主要领导亲自负责，明确责任部门，细化工作分工，做到工作到人、责任到人，扎实推动各项工作。（二）精心筹划、突出特色。整个消费节活动按照政府搭台、企业唱戏和区街联动的思路，区内各企业积极参与。我局多次就工作方案向分管副区长进行汇报，通过多次筹备工作会议的商议，确定了此次活动的时尚主题，并协同市局举办的201*“福满星城”购物消费节筹备工作多次向市商务局进行汇报，受到了各级领导的充分肯定。

（三）密切配合、上下联动。举办这次活动，我们面临时间紧、任务重、规模大、牵涉部门多、工作量大等困难，各街道有关部门积极支持，分工协作，大力配合做好有关工作。在整个活动的过程中，我局负责整体活动的策划和组织实施以及各成员单位的协调、联络和对各专题活动的联系、指导。区城管局、公安局、区交警大队等相关部门为活动的筹备和顺利开展做了大量的工作。各相关部

门对活动进行全过程监管和服务，严厉打击弄虚作假、以次充好等不法行为，及时做好各项活动的安全防范工作和妥善处理可能出现的突发事件，保障消费者的购物消费环境，确保购活动安全、圆满。在各职能部门密切配合下，整个活动得以成功举行，达到了预期的效果。

三、启示和建议

一是举办购物节能够有效提振消费信心。当前，国际金融危机的影响仍在不断深化，市场的持续繁荣有赖于消费者信心的进一步提振。本次消费节活动的圆满成功，表明了全社会蕴藏着巨大的消费潜力，还有很大的消费拓展空间。

二是举办购物节是对新形势下更好地实现商务主管部门职能的有益探索。市场经济条件下，商务主管部门如何进一步加强对市场的监管和服务，如何进一步搞活流通、扩大消费，通过这次购物节活动，我们认为，政府在搭建消费平台、引导和鼓励消费、拓宽消费空间、营造消费文化、加强市场监管等方面大有可为。与此同时,政府也需要有必要的投入,确保购物节的宣传、组织和服务工作经费。

当前，新的形势要求我们要充分发挥我区建设区域中心的辐射作用,精心打造消费节，以节造势、拉动消费增长，推进我市商贸服务业加快发展。为此，我们提出如下建议：

一是要开展“品质提升”活动，优化消费环境。以专项整治与日常监管相结合的方式，继续加强酒类流通市场、废旧物资回收、成品油等特殊行业监管。加强生猪的定点屠宰管理，保障农村流通领域食品安全。

二是要抓品牌创塑。积极培育美食、茶楼、运动休闲、养生保健等特色潜力行业，提升商业特色（街区）品位档次，着力打造生活品质示范街区。引导企业加强经营管理，提升服务水平，改善消费环境，开展“名店”、“老字号”、“重点骨干企业”和“优秀服务企业”等评选活动，培育商贸特色企业品牌。组织开展技术比武活动，提升服务业从业人员整体素质，塑造个人服务品牌。

三是要引导市民消费。通过广播、电视、报纸、网络等媒体，大力宣传“促进消费、扩大内需”的各方面政策，加强对现阶段社会保障体系建设情况及发展趋势的正面引导，加大对商贸服务企业品牌产品、服务环境及促销活动的宣传力度，进一步提振消费信心，激发消费热情，为促进消费市场的繁荣活跃带来更多的人气和商气。
